Executive Dean – New Cairo Egypt
The Executive Dean is a senior academic leader responsible for shaping and delivering the strategic vision, academic excellence, and operational performance of the Hub. As a member of the University Executive Board, the Executive Dean works collaboratively across the institution to advance an ambitious agenda spanning teaching, research, enterprise, and student success, aligned with Vision 2028.
This role requires an inspirational, influential, and collaborative leader capable of uniting diverse academic and professional communities behind a shared mission. The successful candidate will bring deep understanding of the national and state higher education policy context relevant to the Hub’s location, alongside the ability to operate effectively within complex international environments.
Key Accountabilities
Strategic Leadership & Vision
- Provide strategic direction for the Hub, ensuring alignment with institutional priorities and Vision 2028
- Lead long-term planning across academic development, research strategy, workforce planning, and portfolio growth
- Foster a culture of innovation, inclusion, and continuous improvement
Academic Portfolio, Teaching & Student Success
- Lead curriculum enhancement and the development of future-focused academic programs
- Ensure excellence in teaching quality, assessment, and learning support
- Drive improvements in student satisfaction, progression, retention, and graduate employability
- Champion academic integrity, quality assurance, and regulatory compliance
Research, Enterprise & Knowledge Exchange
- Strengthen research culture, performance, and international reputation
- Promote interdisciplinary research, income generation, and impactful publications
- Lead enterprise activity including consultancy, CPD, commercial partnerships, and knowledge exchange
External Engagement & Partnerships
- Build strategic partnerships with employers, industry bodies, professional associations, and academic networks
- Represent the University nationally and internationally
- Engage with regional and global stakeholders to enhance visibility, influence policy, and drive innovation
Operational & Financial Leadership
- Lead annual planning, budgeting, forecasting, and performance management for the Hub
- Ensure financial sustainability through recruitment, diversified income streams, research funding, and enterprise activity
- Oversee resource allocation, staffing structures, facilities development, and digital innovation
Leadership of People & Culture
- Lead, inspire, and develop academic and professional services staff
- Foster a high-performance culture grounded in accountability, wellbeing, and professional development
- Champion equality, diversity, inclusion, and anti-racist commitments
Institutional Contribution
- Serve as an active member of the University Executive Board
- Collaborate with Executive Deans, Vice-Chancellors, and senior leaders to ensure integrated delivery
- Lead or sponsor institutional transformation initiatives as assigned by the Vice-Chancellor & President
Additional Responsibilities
- Provide senior representation at external events, conferences, and public engagements
- Ensure compliance with all relevant regulatory, statutory, and institutional requirements
- Undertake additional duties as directed by the Vice-Chancellor & President
Person Specification
Essential Qualifications
- Doctorate (PhD or Professional Doctorate) or equivalent professional standing appropriate for senior academic leadership
- Evidence of significant academic achievement, research profile, and/or professional recognition
Desirable Qualifications
- Senior or Principal Fellowship of the Higher Education Academy or equivalent
- Executive leadership or advanced management training
Essential Experience & Knowledge
- Extensive senior leadership experience within a large, complex academic environment
- Proven track record of delivering measurable improvements in academic quality, research outcomes, employability, or institutional transformation
- Strong understanding of higher education policy, regulation, and quality assurance frameworks
- Experience leading major change programmes and cultural transformation
- Demonstrated research leadership, enterprise activity, income generation, or external engagement success
- Proven experience working in Egypt and the wider MENA region, with deep knowledge of local higher education systems and regulatory frameworks
- Fluency in Arabic, both spoken and written
- Ability to balance academic credibility with strong strategic and operational leadership
- Demonstrated success leading multicultural teams and operating across local, regional, and international contexts
- Experience working within hybrid environments involving public institutions and private-sector partners
